Repair or replace?

In recent years, many of the institutions we used to be able to trust, that used to have integrity, that used to have honor have failed. The question is: can these institutions be repaired? Can they ever get back what has been lost? Or should they be totally replaced from the ground up? From many of our governmental agencies to collegiate academics, we are a nation drowning in failed institutions, destroyed by leftist policies and a lowering of standards.
